Edit: Core Services are now up and running 

Fans in the UK and North America have reportedly had trouble signing in to XBL. It appears as though Microsoft is also aware of the issues and have confirmed that these areas are not accessible.

• In-game matchmaking
• Cloud storage
• Finding friends
• Game DVR
• Leaderboards
• Avatar editing
• Pictures

Players are seeing the following error 0x801901f7 errors when they are trying to log in. This according to Microsoft can equate to three possible scenarios

• There’s an issue with your Microsoft account billing information.
• Your renewal can’t be authorized through your bank.
• Microsoft detects suspicious activity and is preventing charges

“We are aware that some members may be experiencing issues with matchmaking on games. We are working to resolve the issue as quickly as possible, and we will be sure to provide you with frequent updates,” a message from Microsoft confirms.
